Homeland Security Depends on the Darren Drake Act

This bill directs the Department of Homeland Security to develop and disseminate best practices for vehicle rental companies and dealers to report suspicious behavior to law enforcement at the point of sale of a rental vehicle. Acts of domestic terrorism, particularly human trafficking, often rely on cars as a mode of transportation. A number of reports in the United States and Canada note that human traffickers are known to use multiple rented vehicles to carry out illegal activities. The best practices must also include guidance on defining and identifying suspicious behavior in a manner that protects civil rights and civil liberties. It is important to keep law enforcement in check and prevent abuses of power that harms innocent civilians, but it is also crucial to keep innocent civilians from horrific terrorism, abductions and trafficking that can sometimes be prevented through the simple vigilance bolstered by the Darren Drake Act.
